NGT Directs CPCB, CAQM to Probe GRAP-3 Violations Alleged by Mahua Moitra
A politician, Mahua Moitra, noticed a big construction project happening in Delhi that seemed to be breaking rules meant to stop pollution.
These rules, called GRAP Stage-3, say that non-essential building work should stop when the air is very bad.
She complained to several government offices, but felt nothing was being done.
So, she asked a special court for the environment, called the National Green Tribunal (NGT).
The NGT listened and told two important pollution control groups, the CPCB and CAQM, to go and check the construction site themselves.
They need to see if the rules are indeed being broken and take action if they are.
The construction is for housing for government workers and is being done by companies including NBCC.
Moitra also said the construction noise and dust were making the area worse, and it was happening at all hours, even late at night.
This whole situation comes after the air quality in Delhi became very unhealthy.
MP Mahua Moitra filed a plea with the National Green Tribunal (NGT) alleging violations of GRAP Stage-3 pollution control measures at an MEA housing project in Delhi.
The NGT has directed the Central Pollution Control Board (CPCB) and the Commission for Air Quality Management (CAQM) to inspect the site and verify the alleged violations.
Moitra claims the construction, undertaken by NBCC and Globe Civil project, is occurring despite GRAP Stage-3 restrictions banning non-essential construction due to severe air quality.
She alleges her previous complaints to various authorities since September 2025, including the Delhi Pollution Control Committee and CPCB, have gone unaddressed.
The plea also highlights concerns about 24/7 construction activity, noise and air pollution, and accumulation of uncovered construction waste at the project site.
