Government Clarifies UPI Charges, Protecting Payments Up To Rs 2,000
The government has explained when banks and payment companies can charge for digital payments.
UPI payments up to Rs 2,000 must remain free for both the sender and receiver.
Payments made with RuPay debit cards also have this protection.
Paying more than Rs 2,000 does not automatically mean a customer will be charged.
The government has not announced a consumer fee that starts at that amount.
In the future, some merchants might face a small processing fee called MDR for certain larger transactions.
The government says customers and person-to-person UPI payments should continue to be free.
The discussion is also about finding enough money to maintain and protect the growing UPI system.
Banks and payment system providers cannot directly or indirectly charge people making or receiving UPI payments up to Rs 2,000.
The same no-charge protection applies to payments made using RuPay-powered debit cards.
UPI payments above Rs 2,000 are not automatically subject to a consumer fee under the latest notification.
Any future Merchant Discount Rate could apply to selected higher-value merchant transactions, while consumer and person-to-person payments are expected to remain free.
The government says the broader discussion aims to support the sustainability of UPI infrastructure as transaction volumes grow.

Ecosystem Sustainability
The digital-payments ecosystem needs a sustainable revenue model as infrastructure, cybersecurity and fraud-prevention costs rise.
Merchant Discount Rate
Consumer Protection
Any future MDR should be limited to selected merchant transactions above a threshold and should not automatically become a fee for customers.
Ecosystem Sustainability
Supporters of an MDR framework argue that processing larger merchant payments may require a way for banks and payment providers to recover costs.
Meaning of the Rs 2,000 threshold
Consumer Protection
The threshold protects qualifying smaller UPI transactions and does not create a new consumer spending limit.

The threshold is part of a broader framework for determining where charges may eventually be imposed, particularly for certain higher-value merchant payments.
