Bombay High Court Grants Passport Relief to Uganda-Born Goa Resident
A man who lives in Goa was refused an Indian passport because he was born in Uganda.
He asked the Bombay High Court to review that decision.
The court examined documents about his parents and grandparents.
Those documents showed that his mother and grandparents were born in Goa before 1961.
An Indian citizenship rule says that people with such family connections to Goa could become Indian citizens.
The court also found that his Ugandan birth certificate was genuine.
It said the passport officer had not seen all the important documents earlier.
The court cancelled the refusal and ordered the man to apply again.
The passport officer must now reconsider the application using the court’s findings.
The Bombay High Court set aside the May 7, 2025 refusal of an Indian passport to a 61-year-old man born in Uganda.
The court found that his mother and both grandparents were born in Goa before its liberation in 1961.
A parents’ marriage certificate recorded the family’s Goan origins and supported his citizenship claim.
The court accepted his authenticated Ugandan birth certificate, which recorded his identity and parentage.
The man must submit a fresh application within one week, and the passport officer must decide it within three weeks.
