A minister named Jitendra Singh opened this project.
They are also growing seaweed as part of this experiment.
The project is a team effort between the government and scientists.
The minister said India's oceans have lots of resources that can help the country grow economically.
After launching the project, the minister visited a historical island and saw old buildings and museums.
There are plans to build a big memorial on the island with a museum, cable cars, and fun places for kids.
