Haryana Pollution Board Struggles to Recover Environmental Penalties
Imagine factories that pollute the environment.
They're supposed to pay a fine called environmental compensation (EC).
In Haryana, India, the pollution control board has fined many factories, but only a small portion of the money has been collected.
Many factories avoid paying by closing down and moving elsewhere.
The board is asking a special court to help them collect the money, maybe by making new rules or punishing the factories that don't pay.
A concerned citizen is also upset because he thinks the pollution board isn't doing enough to make sure the fines get paid.
The special court will decide what to do on September 8th.
Haryana Pollution Control Board (HSPCB) reported low recovery of environmental compensation (EC) to the National Green Tribunal (NGT).
Between April 2019 and March 2025, HSPCB imposed Rs 499 crore in EC on 462 industrial units.
Only Rs 132 crore of the imposed EC has been recovered, leaving Rs 367 crore pending.
Small industrial units often evade payment by abandoning premises after closure orders.
The NGT will consider policy interventions or legal reforms to address the enforcement gap.
