Bihar Government Faces Scrutiny Over Unsubmitted Project Funds
Imagine the government spends money on schools, roads, and other projects.
After spending the money, they need to prove they used it correctly, like a receipt.
But the Bihar government didn't provide these 'receipts' (called Utilization Certificates) for over 70,000 crore rupees!
This makes it hard to know if the money was spent properly and could lead to misuse.
The CAG, a government watchdog, pointed this out in their report.
They also mentioned that some departments didn't submit necessary bills, which isn't good.
The state spent most of the money budgeted for the year, but still had a lot of savings.
CAG report reveals Bihar government failed to submit utilization certificates (UCs) worth over Rs 70,000 crore.
49,649 outstanding UCs totaling Rs 70,877.61 crore were not submitted by March 31, 2024.
The top five defaulting departments are Panchayati Raj, Education, Urban Development, Rural Development, and Agriculture.
Non-submission of Detailed Contingent (DC) Bills against Abstract Contingent (AC) Bills also raises concerns.
Bihar spent 79.92% of its Rs 3.26 lakh crore budget for the financial year 2023-24.
