Odisha Final Voter Roll Lists 3.16 Crore Electors After SIR
Odisha checked its voter list in a process called a Special Intensive Revision, or SIR.
The checking began on May 30, 2026, and the draft list was published on July 5.
Forms were received for about 93.97% of voters.
More than 20 lakh names were left out of the draft because forms were not received.
Officials then sent notices and examined claims and objections.
They added nearly 2.91 lakh eligible voters and removed 44,777 names after verification.
The final list has 3,16,32,754 voters.
People can still add, correct or remove names using Forms 6, 7 and 8.
Reports differed in how they described the total deletions, depending on whether draft exclusions were counted separately or together with later deletions.
Odisha’s final electoral roll contains 3,16,32,754 electors after the Special Intensive Revision.
The draft roll excluded 20,12,557 people whose enumeration forms were not received.
After verification, 2,90,497 electors were added and 44,777 names were deleted.
The final roll includes 1,61,30,319 male, 1,54,99,661 female and 2,774 third-gender electors.
Polling stations were rationalised to 45,250, while continuous voter-roll updating has resumed.

Election Authorities’ Explanation
Concerns About Voter Exclusions
Reason for deletions
Election Authorities’ Explanation
Authorities said names were excluded initially because enumeration forms were not received, and later deletions followed notices, hearings and verification. They said the process addressed deaths, absences, permanent shifts, duplicate entries and other discrepancies.
Concerns About Voter Exclusions
Reports noted concerns that the revision could remove genuine voters from the rolls and potentially affect electoral outcomes.
Scale of deletions
Election Authorities’ Explanation
The official figures distinguish 20,12,557 draft-roll exclusions from 44,777 later deletions, producing a final roll of 3,16,32,754. One report described total removals as about 20.56 lakh when both stages were combined.
Concerns About Voter Exclusions
Another report described more than 17.6 lakh deletions, illustrating that reports framed the total differently. The articles do not provide a separate explanation for this discrepancy.
Recourse for affected voters
Election Authorities’ Explanation
The CEO said deleted electors can reapply through Form 6 or appeal first to the District Collector and then to the CEO; continuous updating has resumed.
Concerns About Voter Exclusions
The reported concerns emphasise that affected voters may need to challenge exclusions or prove eligibility during the re-enrolment process.
