India’s Voluntary AI Rules Face Unwritten Regulation and Chip Constraints

India’s Voluntary AI Rules Face Unwritten Regulation and Chip Constraints

India published a plan for managing artificial intelligence on November 5, 2025.

The plan mostly asks companies to follow good practices voluntarily instead of forcing them to meet many new requirements.

It says AI should be trustworthy, fair, understandable, safe and supportive of people.

India proposed three groups to help manage AI, but only its AI Safety Institute has been created so far.

Other laws still apply when AI uses personal information or affects areas such as finance.

The government is considering stronger rules, but those rules have not been officially announced.

India also needs many powerful computer chips to build and run AI systems.

Most of these chips come from Nvidia, and the United States controls exports of its most advanced chips.

This means India’s AI future may depend not only on Indian rules, but also on decisions made in another country.
