Manipur Highway Compensation Controversy Involves Insurgent Group
Imagine a road is being widened, and people need to be paid for their land.
Some villagers in Manipur say that an armed group called KNF made them sign blank papers to get this money.
These villagers ended up receiving much less money than they should have.
The government sent over 300 crore rupees for the compensation, but some of it seems to have gone missing, possibly towards supporting terrorism.
Several people, potentially connected to the KNF, received multiple large payments.
The situation is complicated because of unclear land ownership laws, which leads to further disputes about the money.
Villagers in Manipur allege an insurgent group, KNF, forced them to sign blank papers to receive highway compensation, taking a cut of their payments.
Beneficiaries claim they received less than half of their entitled compensation for the Imphal-Kohima highway widening project.
The National Highways and Infrastructure Development Corporation Ltd (NHIDCL) released Rs 320.52 crore for compensation, distributed by the Deputy Commissioner.
Multiple credits totaling Rs 18 crore were made into the accounts of eight individuals, suspected of being KNF middlemen.
Villagers report that some of those who received full compensation were not Kuki and that some received compensation though not owning the land.

Land demarcation and ownership are not correctly noted in government records, and proper verification has not been done. The villagers are being denied proper compensation.

Those who are not the actual owners and encroachers are the only ones who are receiving the compensation, so the correct demarcation is not critical.
