MMRDA, Surbana Jurong Sign Pact to Plan Mumbai 3.0 Master Plan
Mumbai is a very big city in India, and it is getting bigger.
To help it grow, the government wants to build a brand new city called Mumbai 3.0 not far from the old one.
A company from Singapore called Surbana Jurong will help design this new city.
Singapore is known for building clean and smart cities, so their help is seen as very valuable.
The new city will be built on land that includes 124 villages, and it will have homes, offices, factories, and hospitals.
The planners will study the land, roads, and people living there before deciding where everything will go.
The work is divided into steps, like drawing maps and talking to local people, and the first big step will be ready in about 30 weeks.
The leaders hope this new city will bring many jobs and help the region grow.
They call it Mumbai 3.0 because it is like a new version of Mumbai for the future.
MMRDA signed an agreement with Singapore-based Surbana Jurong Infrastructure on August 7, 2026, to prepare the Vision Document, Master Plan, and planning framework for Mumbai 3.0.
Mumbai 3.0 is a greenfield city planned over 323.44 sq km covering 124 villages in Panvel, Uran, and Pen talukas of Raigad district.
The agreement follows an MoU signed at the World Economic Forum in Davos in January and a government-to-government appointment approved on June 4, 2026.
The first phase of the consultancy is scheduled to be completed within 30 weeks, with the Final Concept Plan due by the 30th week.
Chief Minister Devendra Fadnavis said NITI Aayog has recognised the Mumbai Metropolitan Region's potential to become a USD 1.5 trillion economy.
