Some special classes for doctors to become teachers in medical schools have empty seats.
A group wants the highest court to tell the main medical school organization to find a way to fill these seats and also wants to know how many seats have been empty for the past five years.
The court has said before that empty medical seats are not good and has tried to get people together to fix it.
