8th Pay Commission ToR Sparks Pensioner Concerns Amidst Government Clarification
Imagine the government creates a special team called the 8th Pay Commission to figure out how much money government workers and retirees should receive.
Recently, the government wrote down the rules for this team.
Some groups that represent retired workers are worried because the new rules don't clearly mention pensioners, unlike the rules for the last commission.
They feel this might mean their pensions won't be looked at fairly, which they think is unjust.
However, the government's official rules do say the team will review pensions and retirement benefits.
So, while the words aren't exactly the same, the government claims pensions are still part of the team's job.
This team has about a year and a half to study everything and give its suggestions.
The All India Defence Employees Federation (AIDEF) is concerned that 6.9 million central government pensioners and family pensioners might be excluded from the 8th Pay Commission's scope.
AIDEF considers the potential exclusion 'unfair and discriminatory' and has written to the Finance Ministry urging a review of the Terms of Reference (ToR).
The government's ToR for the 8th Pay Commission, released on November 3, 2025, do not explicitly mention 'pensioners' or 'family pensioners' in the same way as the 7th Pay Commission.
Government officials indicate that retirement benefits like pension and gratuity are covered under the broader review of 'emoluments, including pay, allowances, and other facilities/benefits' for employees.
The 8th Pay Commission is mandated to review the Death-cum-Retirement Gratuity and pensions for employees under both NPS and older schemes and is expected to submit its report within 18 months.
- Who
- Central government pensioners, family pensioners, and the All India Defence Employees Federation (AIDEF)
- What
- Concerns raised by AIDEF that 6.9 million central government pensioners and family pensioners may be excluded from the scope of the 8th Central Pay Commission's (8th CPC) review due to the wording of its Terms of Reference (ToR), which differ from the 7th CPC.
- When
- Terms of Reference (ToR) released on November 3, 2025, with a report deadline of 18 months.
- Where
- Central government, India
- Why
- The ToR did not explicitly mention 'pensioners' or 'family pensioners' in the same way as previous commissions, leading to confusion and concern from employee federations about potential exclusion from benefits review, despite the ToR including a review of gratuity and pensions.
Federation's Concern
Government's Stance (Technical Interpretation)
Explicit Mention of Pensioners in ToR
Federation's Concern
The All India Defence Employees Federation (AIDEF) argues that the Terms of Reference (ToR) for the 8th Pay Commission do not explicitly mention 'pensioners' or 'family pensioners', leading to fears of exclusion for 6.9 million individuals.
Government's Stance (Technical Interpretation)
The government's ToR, while not explicitly using the terms, includes 'pay, allowances, and other facilities/benefits' for employees, which AIDEF suggests could technically encompass retirement benefits like pension and gratuity.
Scope of Pension Revision
Federation's Concern
AIDEF believes the omission of specific clauses for pensioners from the 8th CPC's ToR is unfair and discriminatory, especially for those in the late stages of life, and that the 7th Pay Commission's ToR explicitly included examining pension structures and revision norms for past retirees.
Government's Stance (Technical Interpretation)
The ToR mandates the 8th Pay Commission to review the Death-cum-Retirement Gratuity and pensions for employees under both the National Pension System and older schemes, indicating these benefits remain within its scope.
