Imagine police who are supposed to catch bad guys checking to see if government offices are doing their jobs properly.
They recently visited many places where property documents are handled and found lots of problems.
Lots of papers were waiting to be given to people, and many people were inside the offices who shouldn't have been there.

Some of these offices had cameras that weren't even working.
The police are going to tell the government about all these issues.
