MSHRC Calls Pune Police Bonnet Parade 'Barbaric', Orders Inquiry
The police in a city called Pune caught three people suspected of a murder.
After catching them, the police tied the suspects to the front of a police car and drove them through the streets.
Videos of this were shared on social media, and some onlookers even hurt the tied-up suspects.
A special group that protects people's rights, called the Maharashtra State Human Rights Commission, saw the videos.
The commission said what the police did was 'barbaric', which means very cruel, and like 'jungle raj', which means a place with no rules.
It said people should not be humiliated before a court decides if they are guilty.
The commission sent official letters to top government and police leaders asking for answers.
It ordered a team to investigate what happened and to write its report within one week.
The commission also remembered an old case where a man was tied to an army vehicle in Kashmir and his family was given compensation.
The Maharashtra State Human Rights Commission took suo motu cognisance of three murder accused being tied to the bonnet of a police vehicle and paraded through parts of Pune.
The commission described the act as 'barbaric' and likened it to 'jungle raj', calling it public humiliation of suspects before determination of guilt.
Notices were issued to the Maharashtra Chief Secretary, Director General of Police, Pune Police Commissioner Amitesh Kumar, DCP Milind Mohite and Senior Inspector Mansingh Patil.
The commission compared the incident to the Farooq Ahmad Dar case in Kashmir, for which the National Human Rights Commission directed Rs 10 lakh compensation.
A fact-finding committee headed by Special Inspector General Datta Karale visited the Bharti Vidyapeeth police station and was directed to submit its report within a week.
