The festival will have art from 66 artists and groups from 25 different countries.
It will be in 22 places in Kochi and will last for 110 days.
The Chief Minister said that art should be used to bring different cultures together and not for bad political reasons.
He also asked for more help from companies and cultural groups.

There was also a concert at the end of the opening event.
This year's biennale features many famous artists from around the world, like LaToya Ruby Frazier, Otobong Nkanga, Tino Sehgal, Ibrahim Mahama, and Nari Ward.
