Lateral Entry Reform Faces Challenges in India
The Indian government is trying to bring in experts from outside the usual civil services to help with complex policy challenges.
This is called lateral entry.
However, they faced a lot of backlash, especially about reservations, and had to stop the process.
Now, they're talking about changes but haven't made any concrete decisions yet.
Meanwhile, there are issues with how important positions are filled, like the head of BrahMos Aerospace, a big defence project.
In Uttar Pradesh, the government has decided to have more administrative officers, but there are concerns about how well they can do their jobs because of political interference and frequent transfers.
The main idea is that bringing in experts and expanding the administration are good steps, but they need to be done carefully and fairly to work well.
Lateral entry reform for 45 posts at joint secretary, director, and deputy secretary levels faced political backlash and was paused.
Only 38-40 of the 60 domain specialists brought in earlier remain, indicating high attrition.
The Central Administrative Tribunal scrapped the appointment of Jaiteerth R. Joshi as director general of BrahMos Aerospace due to governance issues.
Uttar Pradesh has expanded its IAS sanctioned strength to address governance challenges, but concerns remain about political interference and frequent transfers.
Effective governance requires clear rules, transparency, and accountability to prevent cronyism and political interference.
