Sam Altman Clarifies OpenAI's Stance on Government Funding and AI Infrastructure
Sam Altman, the boss of OpenAI (the company that makes ChatGPT), recently explained some important things about how they plan to get super powerful computers.
He said that OpenAI doesn't want the government to pay for their own computer buildings, called datacenters.
He believes that companies should succeed or fail on their own in the market.
However, he thinks governments could build and own their own AI computer centers for their own country's use.
Altman also mentioned that the government could help companies that make computer chips by giving them loan help.
OpenAI expects to make a lot more money in the future, possibly hundreds of billions of dollars, and plans to spend about $1.4 trillion to get more computer power.
They might sell this power to other companies too.
Altman stressed that if OpenAI makes bad choices, they should be allowed to fail, not be saved by the government.
OpenAI CEO Sam Altman clarified that the company does not seek government guarantees for its datacenters, adhering to market principles.
Altman suggested governments could build and own AI infrastructure for strategic purposes, potentially with lower cost of capital.
Government financial support, like loan guarantees, is considered for semiconductor manufacturing to bolster US industrial capacity.
OpenAI projects exceeding $20 billion in annualized revenue this year, aiming for hundreds of billions by 2030, with planned infrastructure investments of approximately $1.4 trillion over eight years.
Altman stated OpenAI does not want to be 'too big to fail' and expects to sell 'AI cloud' compute capacity directly to other companies.

Government's Role and Market Principles
Government Support for Datacenters
OpenAI's Vision and Need for Infrastructure
OpenAI CEO Sam Altman stated that the company does not seek government guarantees for its private datacenters, believing governments should not pick winners and losers and taxpayers shouldn't bail out companies.
Government's Role and Market Principles
Altman suggested governments could play a role by building and owning AI infrastructure themselves, using it for strategic interests and potentially offering lower cost of capital, distinct from backing private companies.
Semiconductor Manufacturing Support
OpenAI's Vision and Need for Infrastructure
Altman noted that government-backed financial support, such as loan guarantees, could be relevant for expanding semiconductor manufacturing in the US to bolster industrial capacity and ensure an independent chip supply chain.
Government's Role and Market Principles
This is explicitly differentiated from governments guaranteeing private-benefit datacentre buildouts, reinforcing that OpenAI's priority is R&D, not securing special financial treatment for its own operations.
OpenAI's Market Position and Failure
OpenAI's Vision and Need for Infrastructure
Altman emphasized that OpenAI does not want to be 'too big to fail' and if the company fails due to bad decisions, it should fail, allowing others to continue good work, aligning with capitalist principles.
Government's Role and Market Principles
Despite rejecting government bailouts for datacenters, OpenAI plans significant investments in computing infrastructure, projecting revenues reaching hundreds of billions by 2030, and plans to sell 'AI cloud' compute capacity directly to other companies.
