Hurricane Rachel Could Bring Rain, Flooding Across Southwest

Hurricane Rachel is moving north toward parts of the Southwest.

Forecasters say it could bring rain and flooding threats to San Diego, Los Angeles, Orange County, Nevada, and Arizona.

Some mountain areas may have stronger wind gusts than places at lower elevations.

Cooler ocean water and dry air are expected to weaken the storm.

But weakening does not mean the danger will be gone.

Rachel may still carry a lot of moisture.

It could also bring tropical-storm-force winds as it gets closer.

A change into a post-tropical cyclone does not necessarily end those threats.
