SEBI Launches GARUDA Framework to Speed AIF Scheme Rollouts
SEBI, India's securities regulator, made a new rule called GARUDA to help investment funds start faster.
Regular AIF funds can now launch just 10 working days after they send a document called a Placement Memorandum to SEBI.
If a fund is launching its first scheme, it can start after it gets SEBI registration or after 10 days, whichever comes later.
Special funds like Accredited Investor‑only, Large Value, and Angel funds can start right after they file their documents, without needing a merchant banker.
The rule also says that the people who file the documents must check the information carefully and add a note that filing does not mean SEBI has approved the fund.
This helps investors know the fund is safe and lets fund managers bring new products to market faster.
SEBI introduced the GARUDA framework to speed up AIF scheme launches.
Regular AIF schemes can launch 10 working days after filing the Placement Memorandum with SEBI via a registered merchant banker.
First‑time schemes can launch from SEBI registration date or after 10 working days, whichever is later.
Accredited Investor‑only, Large Value, and Angel funds are exempt from merchant banker filing and can launch immediately after filing the PPM.
Merchant bankers must conduct independent due diligence and certify disclosures; PPMs must include a disclaimer that filing does not equal SEBI approval.
