No UPI charges for users; limited merchant MDR likely: Govt

Proposed charges would be significantly lower than the MDR applicable to debit or credit card transactions.
The clarification follows debate over an amendment to the Payment and Settlement Systems Act, 2007, under the Taxation and Other Laws (Amendment) Bill, 2026, with an NPCI-headed committee to decide on any MDR.
