Heavy Rain Floods Vizag Roads, Prompts Rescue Operations
Heavy rain fell across parts of Andhra Pradesh.
Roads in Visakhapatnam became covered with water.
A building cellar in Kommadi flooded after a retaining wall collapsed.
Police, disaster-response workers and firefighters rescued 71 people from the building.
