Kerala CM Calls ED Notice on Masala Bonds 'Ridiculous'
The Enforcement Directorate (ED) in India has issued a notice to Kerala's Chief Minister Pinarayi Vijayan, a former Finance Minister, and a former IAS officer.
This is because they are accused of breaking the Foreign Exchange Management Act (FEMA) rules.
The issue is about something called Masala Bonds, which are special bonds that help raise money from foreign investors.
The Kerala government used these bonds to get money for building roads and other projects.
However, the ED thinks that some of this money was used to buy land, which is not allowed under FEMA rules.
The Kerala government says they followed all the rules and that the ED's notice is a political move because elections are coming up.
The ED says they have evidence that the rules were broken.
The Enforcement Directorate issued a show cause notice to Kerala CM Pinarayi Vijayan, former Finance Minister Thomas Isaac, and ex-IAS officer Dr. K M Abraham for alleged FEMA violations related to Masala Bonds.
Kerala's KIIFB issued Rs 2,150 crore in Masala Bonds in 2019, listed on the London Stock Exchange and Singapore Exchange, to raise funds for infrastructure projects.
The ED alleges that Rs 466.91 crore from these funds was diverted for land acquisition, which is prohibited under FEMA to prevent speculation.
Kerala CM Pinarayi Vijayan termed the ED notice as 'ridiculous' and a political move timed around elections, claiming all KIIFB projects adhered to RBI guidelines.
KIIFB was set up in 2016 to develop infrastructure in Kerala and has completed projects worth Rs 90,000 crore, exceeding the initial target of Rs 50,000 crore.
