House Passes Russia Sanctions Bill, India Faces Tariff Risk
The US House passed a bill to put more economic pressure on Russia.
The bill targets Russian officials, banks, energy businesses and ships that help transport Russian oil.
It also gives President Donald Trump a way to place tariffs on countries that buy a lot of Russian oil or gas.
India and China could be affected because they are major buyers of Russian crude.
However, the bill does not automatically place a 100% tariff on Indian goods.
Trump would first need to sign the bill and then decide whether to use the new power.
The possible tariff could be anywhere from above zero to 100%.
Supporters say the bill could reduce money helping Russia wage its war in Ukraine, while critics warn that tariffs could raise prices and damage trade relationships.
The US House passed the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 by 262-159, sending it to President Donald Trump.
The bill expands sanctions against Russian officials, financial institutions, energy sectors and vessels in the so-called shadow fleet.
It would create a legal mechanism for tariffs ranging from above zero to 100% on the five largest buyers of Russian oil or natural gas.
India and China could face the tariff provisions because they are major purchasers of Russian crude, but no 100% tariff would take effect automatically.
The legislation extends Iran sanctions for five years and includes an exemption for some countries reducing purchases of Russian natural gas.
