Telangana HC Rules Indefinite Rowdy Sheets Unconstitutional
The Telangana High Court said that keeping a rowdy sheet (a police record) on someone forever without checking it regularly is not allowed.
A man named Mohd Khalid had a rowdy sheet opened in 2008 because of some old cases.
But since 2019, he hasn't been in any trouble.
The police kept renewing the rowdy sheet until 2025 without checking if it was still needed.
The court said this is not fair and told the police to remove his name from the rowdy sheet.
The court also said that the police must review these sheets every six months to make sure they are still needed.
Telangana High Court ruled that indefinite continuation of rowdy sheets without periodic review is unconstitutional.
Mohd Khalid challenged the continuation of a rowdy sheet opened in 2008, which was renewed up to 2025 despite no criminal activity since 2019.
The court cited Standing Order 601-A of the Police Manual, which mandates a review of rowdy sheets every six months.
The court observed that mechanical renewal without fresh material or recent criminal activity is illegal and arbitrary.
The court quashed the rowdy sheet against the petitioner and directed the police to remove his name from all relevant records.
