Delhi SIR Draft Roll Leaves 47.6 Lakh Voters Unlisted
Delhi checked its voter list by asking people to fill out forms.
Forms were collected from about two-thirds of the voters.
About 47.6 lakh forms were not collected, so those people are not in the draft list yet.
This does not automatically mean they are not allowed to vote.
Some people may have moved, been away, died, registered elsewhere, or not submitted a form.
Tughlakabad had the largest share of missing forms, while Rohini had the smallest among the constituencies listed.
People whose names are missing can ask officials to add them back.
They can do this until September 30.
The final voter list is expected on November 4.
Delhi collected enumeration forms from 67.22% of voters during the Special Intensive Revision, the lowest rate reported among covered states and Union Territories.
The draft roll contains 97,53,577 electors, while 47,56,722 forms were not collected from the starting electorate of 1,45,10,299.
Uncollected forms represent 32.79% of the starting electorate and do not by themselves establish that those voters are ineligible.
Tughlakabad had the highest share of missing voters at 47.83%, while Rohini had the lowest at 16.55%.
Voters can challenge exclusions until September 30; verification ends October 29 and the final roll is scheduled for November 4.

Missing voters and eligibility
Critics and political leaders
Political parties and critics have raised concerns that eligible voters could be left out because forms were not collected or voters were classified as absent, shifted, deceased, duplicate, or otherwise not covered.
Election authorities
The Election Commission of India says uncollected forms do not establish ineligibility and that genuine electors can seek inclusion through the claims and objections process.
Scale of the revision
Critics and political leaders
Arvind Kejriwal criticized the exercise, while the low enumeration rate and large number of missing voters have prompted concerns about the draft roll.
Election authorities
The Election Commission says its objective is to ensure that no eligible voter is excluded and no ineligible person is included.
Procedures and documentation
Critics and political leaders
Karnataka Chief Minister D.K. Shivakumar and Telangana Chief Minister A. Revanth Reddy sought more time, fuller implementation of procedures, and clarity over documents accepted for verifying date and place of birth.
Election authorities
The current process provides a claims-and-objections period, followed by notices and verification; the articles report that Telangana's Family Register Certificate was not added and that Karnataka's Permanent Residential Certificates had not yet been clarified.
