Four days later, it cancelled the invitation, saying there were administrative reasons.

The proposed locations included areas marked for other uses in a draft development plan.

Local tribal communities and experts have raised concerns about large construction projects on the islands.

A separate Great Nicobar project is also being challenged over possible effects on people, forests, wildlife, and biodiversity.
