The Manipur government wants to help more than 40,000 people who had to leave their homes go back by the end of March 2026.
These people, called IDPs, had to leave because of fights between different groups in the state.
The government has already helped some people go back and has given money to build new houses.
They are working hard to make sure everyone has a safe place to live and can go back to school or work.
However, the Congress party says the government is not doing a good job and is not helping these people quickly enough.
