Hanamkonda police arrested Mohammed Shabbir, also known as Kiran Kumar, over alleged cyber fraud.
Police said he posed as an IT company representative and offered hostel owners catering contracts.
He allegedly collected money for agreements, registrations and equipment before switching off his phone.
Police identified 23 cases and six cybercrime complaints involving alleged fraud of ₹36.99 lakh.
Police said ₹13.09 lakh in his bank account was frozen and several devices and banking materials were recovered.
