Cabinet Approves Higher Education Regulator Bill
The Indian government has approved a new law called the Viksit Bharat Shiksha Adhikshan Bill.
This law will create a single body to regulate higher education, replacing three older bodies: the UGC, AICTE, and NCTE.
The new body will handle rules, quality checks, and setting standards for universities, but not for medical or law colleges.
Money for education will still be controlled by the government, not the new regulator.
This idea was first suggested in 2020 and has been updated based on feedback.
The bill will be discussed in Parliament soon.
Some people were worried about the earlier version because they thought it gave too much power to the central government.
The Union Cabinet approved the Viksit Bharat Shiksha Adhikshan Bill, replacing the UGC, AICTE, and NCTE with a single higher education regulator.
The new regulator will oversee academic regulation, accreditation, and setting professional standards, excluding medical and law colleges.
Funding autonomy will remain with the administrative ministry, not the regulator.
The bill is a renewed effort to implement the NEP 2020 vision, incorporating feedback from stakeholders.
The previous draft of the HECI Bill faced significant resistance over concerns of centralization and overreach.
