Investigators are looking into a contract to improve sewage treatment plants in Delhi.

Messages between people accused in the case are an important part of the investigation.

In some messages, a contractor appeared pleased when certain contract changes were made.

The investigators also say other changes limited the kinds of technology that competing companies could offer.

They allege that Satyendar Jain changed the planned capacity of one sewage plant without a technical study.

The investigation says these decisions may have increased the project cost by about Rs 123 crore.

Satyendar Jain, Udit Prakash Rai and four others were arrested, and their bail requests are still pending.

These are allegations made by the Anti-Corruption Branch and will be considered by the court.
