Essar Plans $18 Billion Steel Complex in Iowa
India’s Essar Group wants to build a very large steel plant in Iowa.
Its American company, Mesabi Metallics, would develop the facility.
The plant is expected to begin making steel around 2030.
It could eventually produce up to 10 million tonnes of steel each year.
Iron ore would come from a mine owned by the company in Minnesota.
This would create a supply chain that starts with mining and ends with steelmaking in the United States.
The project could create thousands of construction jobs and roughly 1,750 to 2,000 permanent jobs.
President Donald Trump said tariffs on foreign steel encouraged the investment.
However, those tariffs have also made it harder for some countries, including India, to export steel to the United States.
Essar Group plans to invest about $18 billion in the United States, including a steel complex in Iowa.
The Mesabi Metallics facility is expected to produce up to 10 million tonnes of steel annually from around 2030.
Iron ore for the plant will come from Essar’s Minnesota mine, which sources describe as the first new US iron mine in about 50 years.
The project is expected to create up to 6,000 construction jobs and at least 1,750, or nearly 2,000, permanent jobs.
Trump and Commerce Secretary Howard Lutnick credited 50% steel tariffs, while reports noted the tariffs have also harmed exporters such as India.
- Who
- Essar Group, through its US subsidiary Mesabi Metallics, announced the project with President Donald Trump and members of the Ruia family present.
- What
- A planned Iowa steel complex costing about $15 billion for the plant and roughly $18 billion for Essar’s wider US investment, linked to a Minnesota iron ore mine.
- When
- The announcement was made on Monday; steel production is expected to begin around 2030.
- Where
- The steel plant will be built in Iowa, using iron ore from a Mesabi Metallics mine in Minnesota.
- Why
- Essar says the project will create an integrated US supply chain, while Trump and Lutnick said steel tariffs made domestic production more attractive.

Effect of tariffs
Supporters’ Case
Trump and Howard Lutnick said 50% steel tariffs encouraged Essar to build in the United States and claimed the mine and plant would not be built without them.
Concerns and Caveats
The same tariffs have hurt steel exporters, including India, and may encourage foreign companies to manufacture inside the United States rather than export there.
Economic benefits
Supporters’ Case
The White House and Trump projected thousands of jobs and about $95 billion in economic impact over construction and the project’s first 10 years.
Concerns and Caveats
The $95 billion figure is a White House estimate, and the reports do not provide an independent assessment confirming it.
Political significance
Supporters’ Case
Trump presented the project as evidence that US manufacturing is returning and highlighted it in Iowa ahead of competitive midterm elections.
Concerns and Caveats
The event included Iowa Republicans and occurred before the elections, but the reports do not establish that electoral considerations caused the investment or announcement.
- Total Essar US investment
- About $18 billion; Howard Lutnick cited $17.5 billion for the combined mine-and-plant project.
- Steel plant investment
- Reported at approximately $15 billion.
- Planned location
- Iowa, with iron ore supplied from Minnesota.
- Annual steel capacity
- Up to 10 million tonnes when fully built; one report says the first phase could produce 7.5 million tonnes.
- Expected production
- Around 2030.
- Employment
- Up to 6,000 construction jobs and at least 1,750, or nearly 2,000, permanent manufacturing and mining jobs.
- Minnesota mine
- Reported investment ranges from $2.5 billion to $3 billion; expected output is about 7.5 million tonnes of iron annually and about 350 jobs.
- Tariff cited
- Trump and Lutnick attributed the project to 50% tariffs on foreign steel.
