India's Climate Vulnerability Highlighted in 2025 Report
In 2025, a report called the Climate Risk and Vulnerability Assessment (CRVA) showed that some states in India are more at risk from climate change than others.
Bihar was found to be the most vulnerable, with poor infrastructure and low income making it hard to prepare for and recover from climate disasters like floods.
The report also showed that poorer states are generally more vulnerable to climate risks.
In 2024, Bihar experienced severe floods that affected millions of people and caused significant damage.
A detailed study of these floods found that different types of floods caused different kinds of damage, and that better infrastructure and early warning systems are needed to protect people and their livelihoods.
The report suggests that states need to plan better for climate risks and invest in resilient infrastructure to protect their people and reduce future losses.
Bihar is the most climate-vulnerable state in India, with a very high climate risk score of 55.27 and poor adaptive capacity.
The 2024 floods in Bihar affected 56.38 lakh people, damaged 97% of agricultural land, and caused economic losses of Rs 327 crore.
The floods in Bihar were caused by irregular monsoon patterns, with early drought-like conditions followed by widespread flooding.
A household-level assessment of the floods found that different types of floods caused different patterns of damage and losses.
The report recommends that states integrate climate risks into budget planning, invest in resilient infrastructure, and address existing inequalities to build long-term resilience.
