J&K Police Attach Former Bar Association Chief's Property
Imagine a lawyer named Mian Qayoom, who used to lead a group of lawyers in Kashmir.
The police have taken away his house.
This happened because of two main reasons.
First, a long time ago, in 2009, he was at a meeting where people allegedly said things against the country.
The police searched his house and found papers and materials related to a group that fights against the government.
Second, he is also accused of being involved in the murder of another lawyer, Babar Qadri, who had spoken out against him.
The police believe Mian Qayoom used his house to hide these bad things and to help with illegal activities.
Because of these accusations, his house has been seized by the police using a special law.
J&K Police have ordered the attachment of the residential property of Mian Abdul Qayoom, former president of the J&K High Court Bar Association, under the Unlawful Activities (Prevention) Act (UAPA).
The action is linked to a 2009 FIR concerning an anti-India seminar where Qayoom allegedly delivered anti-India speeches and slogans, with recovered materials including Hizbul Mujahideen letterhead found at his residence.
Police claim Qayoom used his house to conceal incriminatory material and support unlawful activities, classifying the property as 'proceeds of terrorism'.
Qayoom also faces charges in the 2020 murder of lawyer Babar Qadri, with the SIA alleging Qayoom was the principal conspirator and orchestrated the killing.
Qayoom, 81, has a history of alleged anti-India activities, ties to separatist leaders, and has been detained previously.

The property attachment is based on a 2009 case involving an anti-India seminar where Qayoom allegedly delivered anti-India speeches and raised slogans. Police claim to have recovered banned literature, Hizbul Mujahideen letterhead, and other incriminatory material from his residence, which they allege was used to conceal such materials and support unlawful activities.
Jammu & Kashmir Police
J&K DGP Nalin Prabhat ordered the attachment of Mian Abdul Qayoom's residential property under the UAPA. The action stems from a 2009 FIR regarding an anti-India seminar where participants allegedly made inflammatory remarks and advocated for Kashmir's secession. The police investigation, including witness statements and recovery of items like Hizbul Mujahideen letterhead from Qayoom's residence, led to the property being classified as 'proceeds of terrorism'.
Role in Babar Qadri's murder

Qayoom denies orchestrating the murder of lawyer Babar Qadri. He is accused by the SIA of having an 'inimical relation' with Qadri and conspiring with terrorists from The Resistance Front (TRF) for his elimination.

The J&K State Investigation Agency (SIA) filed a supplementary chargesheet against Qayoom in the 2020 murder of lawyer Babar Qadri, alleging he was the principal conspirator and orchestrated the killing through terrorists of TRF and their Pakistan-based handlers via a criminal conspiracy. Qadri had previously accused Qayoom of stifling dissent and turning the Bar Association into a mouthpiece for the Hurriyat Conference.
