Uttar Pradesh Introduces Bill for Rural Property Records
The Uttar Pradesh government has introduced a new bill to make property records from the SVAMITVA Scheme permanent.
The SVAMITVA Scheme uses drones to survey rural areas and give people clear ownership records.
These records help people get bank loans and other benefits.
The bill will make sure these records are kept up to date and protected.
It will also help reduce disputes and improve planning in rural areas.
The government believes this will have a big impact on rural governance and property management in Uttar Pradesh.
The survey is being conducted through door-to-door visits to ensure that no eligible family or individual is left out of government welfare programmes.
Updated and accurate records are expected to reduce delays in issuing certificates, approvals and other services.
The Uttar Pradesh Rural Population Records Bill, 2025 was introduced to provide a legal framework for managing and updating rural property records under the SVAMITVA Scheme.
The SVAMITVA Scheme uses drone surveys to provide clear ownership records to rural residents, enabling them to access financial services and other economic benefits.
Around 1,10,344 villages were notified under the scheme, with drone surveys completed in 90,573 villages, and over 1.06 crore Gharauni records prepared and 1.01 crore distributed.
The bill provides a structured process for maintaining and updating rural population records, including the roles of survey officers and record officers.
The bill aims to bring greater transparency to rural property records, reduce ownership disputes, improve taxation systems, and strengthen planned development in rural areas.
