India Rolls Back Quality Control Orders
The Indian government has started removing many quality control orders (QCOs) that were put in place a few years ago.
These QCOs were rules that required certain products to meet specific quality standards before they could be sold or imported.
The government initially imposed nearly 700 of these QCOs, but they caused many problems, such as making it harder for small businesses to get the materials they needed and causing delays at ports.
A committee was formed to review these QCOs, and their recommendations led to the withdrawal of more than 20 QCOs, with more expected to follow.
However, the government's quick actions might cause new problems, like a surge of cheap, low-quality imports.
Experts suggest that the government should have been more careful and given businesses time to adjust.
They also recommend focusing QCOs on products that are important for safety and making the rules clearer and more consistent.
The Indian government has withdrawn more than 20 quality control orders (QCOs) covering key textile, plastic, and metal inputs.
QCOs were imposed rapidly after 2017, leading to unintended consequences such as supply chain disruptions and higher costs for small businesses.
A committee chaired by former Cabinet Secretary Rajiv Gauba recommended action on 208 QCOs, leading to the recent withdrawals.
The sudden withdrawal of QCOs risks new vulnerabilities, such as a surge of dumped raw materials from countries like China.
Experts recommend a phased, predictable, and transparent approach to reform, with a focus on safety-critical products and an overhaul of BIS processes.
