Sanchez Says No Proof Morocco Orchestrated Ceuta Border Surge

A large group of people crossed from Morocco into Ceuta in July.

The event was deadly.

A police report said the crossing may have been planned in stages to overwhelm the border.

Spain’s prime minister said there is no solid proof that Morocco’s government organized it.

He said Moroccan police allowed people to cross during a 10-hour period when the arrivals were highest.

Spanish authorities do not yet know whether Moroccan forces chose not to stop the crossings or were unable to stop them.

Morocco denied helping the crossing happen.

The two accounts disagree about how much responsibility Moroccan authorities had.
