Nagaland CM urges ILP balance identity protection with development

Nagaland CM urges ILP balance identity protection with development

Nagaland uses a permit system to control how visitors from other parts of India enter the state.

Chief Minister Neiphiu Rio said the system should protect Naga identity, land, culture and indigenous rights.

He also said it should allow useful business and economic activities.

Rio supported using an old law called the Bengal Eastern Frontier Regulation.

He said the permit system should be fair and humane, not simply restrictive.

A court supported extending the system to three more districts.

The Naga Students’ Federation wants a separate body to manage the system.

Lawyer Prashant Bhushan said the system might conflict with people’s constitutional right to move freely around India.
