GST Council Eyes New Health, Clean Energy Cesses to Replace Old
Imagine the government's tax system has a special part (compensation cess) that helps states with money.
That part is ending in a few years.
They're thinking of replacing it with two new parts: a Health Cess for things like cigarettes, and a Clean Energy Cess for things like coal.
Some experts worry this might break the rules of the tax system.
The government will need to decide how to split the money from the new taxes with the states, and they are looking for what’s best for public health and the environment.
The GST Council is considering replacing the existing compensation cess with a Health Cess and a Clean Energy Cess.
The current compensation cess, levied to offset states' revenue losses, is set to expire in March 2026.
The Health Cess would target 'sin goods' like tobacco, while the Clean Energy Cess would target items like coal and luxury cars.
Legal and tax experts have raised concerns that new cesses could violate GST principles and may need a constitutional amendment.
The GST Council, including the Union Finance Minister and state ministers, is expected to meet before the Monsoon Session.
