Railway Board Orders Stricter Vetting of Large Project DPRs Due to Lapses
Imagine building a big new train line or station that costs more than 50 crore rupees.
Before it can be approved, someone called the Project Evaluation Committee (PEC) reviews the plans.
They make suggestions for improvements.
The Railway Board noticed that sometimes these suggestions were ignored when the final plans, called DPRs, were sent in.
This caused projects to be delayed and cost more money.
So, the Railway Board is now telling all the train zones to make sure they listen to the PEC's advice and include all the suggested changes in the plans before sending them for final approval.
They have also given a new checklist to make sure everything is checked properly, like if the costs are correct and if they looked at different options.
This is to help make sure big projects are planned well from the start.
Railway Board mandates stricter vetting of DPRs for projects over Rs 50 crore.
Lapses were found where PEC observations were not addressed in final DPRs by Zonal Railways.
Unaddressed PEC observations lead to unnecessary delays in project approvals at the Board level.
A comprehensive finance checklist has been circulated to ensure adherence to various project components and policies.
Zonal finance units must now certify that all PEC corrections are incorporated before forwarding DPRs.
