Arjun Munda Criticizes Jharkhand PESA Rules
Arjun Munda, a leader from the BJP party, criticized the Jharkhand government for changing important parts of a law called the PESA Act.
This law is meant to give more power to local village councils, called gram sabhas, in areas with many tribal people.
Munda said the government left out some key words like 'customary laws' and 'social and religious practices' when they made new rules for this law.
He thinks this weakens the law and could cause problems in the future.
He also mentioned that other states have followed the law more closely.
Munda called the changes a 'cold-blooded murder' of the legislation and warned that it could lead to institutional erosion and weaken governance in these areas.
Arjun Munda criticized the Jharkhand government for diluting the spirit of the PESA Act in the notified rules.
He alleged that the rules do not define the Gram Sabha in line with the 1996 Act, terming it a serious deviation.
Munda accused the government of omitting key phrases like 'customary laws' and 'social and religious practices'.
He warned that the dilution of the Act's core spirit could lead to adverse consequences and weaken governance in Scheduled Areas.
Around 10 states have implemented PESA rules in conformity with the Act's spirit, unlike Jharkhand.
