HC Bans Residence-Based Quota in PG Medical Courses
The Punjab and Haryana High Court told the Chandigarh Administration to change its rules for giving seats in post-graduate medical courses.
The court said that seats cannot be given based on where a student lives or studied.
Instead, half of the seats must be given to students from all over India, and the other half can be given to students who have a special connection to the institution, like studying there before.
The court also said that the special connection rule should not be used to lower the standards of the students.
The next hearing is on January 21, 2026.
The Punjab and Haryana High Court directed the Chandigarh Administration to revise its policy for filling UT quota seats in PG medical courses.
The court reiterated that domicile or residence-based reservation in PG medical courses is not permissible.
Half of the 155 PG seats must be filled through the All-India quota, while the remaining half may be filled through institutional preference.
Institutional preference must not erode merit and cannot exceed 50% of the total open seats.
The petitioner, Dr Tanvi, challenged the UT Pool criteria linked to schooling in Chandigarh or parental residence in the city.
