Bihar Election Aftermath: Vote Counting to Government Formation
After everyone in Bihar votes, the votes are carefully collected and stored.
On counting day, special helpers, with candidates' representatives watching, count the votes from machines.
First, they count special mail-in votes, and then the votes from the machines.
After all the votes are counted, the person with the most votes wins for each area.
The winner gets a special certificate.
Then, the Governor of Bihar officially welcomes all the newly elected people to the Assembly.
If one party has the most votes, their leader becomes the Chief Minister.
If no single party has enough votes, the Governor asks the parties to work together to form a government and choose a leader.
Vote counting occurs in designated centres, with EVMs unsealed in the presence of observers, candidates, and agents.
Postal ballots are counted first, with a rule stating EVM counting cannot proceed to the penultimate round until postal ballot counting is complete.
The Returning Officer declares the winner after compiling all counting rounds and communicates results to the Election Commission of India.
The winning candidate receives a Certificate of Election (Form 22) from the Returning Officer.
The Governor swears in newly elected members to constitute the Assembly before inviting parties to form the government.
