Rules say colleges should not keep students’ certificates because of unpaid fees.
However, some colleges are continuing to withhold the certificates.
Teachers at some colleges are also receiving only part of their salaries.
The government plans to send future reimbursement money directly to students’ bank accounts.
Colleges are worried that some students may not use that money to pay their fees.
Officials are checking which colleges qualify for the remaining payments.
Thousands of Telangana students who completed their studies are waiting for original degree certificates because colleges have unpaid fee-reimbursement dues.
