South Korea arts support and welfare skewed toward capital region, lawmaker says
Lawmaker Kim Yun-deok says South Korea's arts support is concentrated in the capital region rather than reaching artists across the country.
Only two centers offering childcare support for artists’ children operate, both in Seoul, although 64% of artists with official activity certificates live elsewhere.
Capital-region groups made up 46 of 60 selected for a major performing arts grant in 2025, while groups across the country competed for the same support.
Housing loans for artists were also concentrated: 86.8% of 114 loan contracts in 2025 went to people in the capital region.
Artists outside the capital face barriers to accessing support, including procedures that require in-person visits to the Seoul headquarters of the Korea Artists Welfare Foundation.
Kim called for regional childcare centers and fairer grant access, as well as online loan reviews and outreach services; the sources do not say whether these changes will be adopted.

What people are saying
Artists working in regions are like guardians who keep regional culture alive.
They should not be discriminated against by flawed systems.
Childcare centers should be expanded as regional hubs, measures should be prepared to reduce regional disparities in performance support, and housing loans should be improved through remote screening and outreach services.
