Russia to restart subsidised car loans from December 1

Russia will restart subsidised car loans on December 1 using funds set aside in the 2027 budget.

The proposal was put forward by the Industry and Finance ministries and backed by First Deputy Prime Minister Denis Manturov.

The scheme gives eligible buyers discounts on down payments for qualifying Russian-made cars priced up to 2 million roubles.

The cars must meet a localisation threshold, and discounts can range from 10% to 25%.

The programmes ran out of this year's funding in September, after supporting sales of about 123,000 cars through loans and nearly 55,000 through leasing.

The return may help some Russian carmakers sell more cars, although an analyst says it is unlikely to change the market much overall.

One account says subsidised leasing will restart too, while another describes only the loan programme; the proposed 2027 budget also sets lower funding limits for both measures than the current budget.

This will be good support for our car manufacturers and for the category of citizens who can use this programme.
