Russia plans clearer rules on tour companies’ responsibility to travelers

Russia is considering a bill to clarify who is responsible when travel plans go wrong.

It covers tour operators, travel agents and other providers involved in selling or delivering a travel package.

The government approved the proposed changes in July, and the bill was introduced in the State Duma in August.

It has completed a stage of review and feedback by the relevant parliamentary committee.

Under the proposal, agents could be responsible if they keep money instead of passing it to the operator, while operators would remain responsible for services included in the package.

The changes aim to make it easier for travelers to seek compensation and could limit disputes over which company must pay.

A deputy economy minister said passage by the end of 2026 is highly likely, but a lawyer expects court decisions applying the new rules to take at least a year after they take effect.

A clear division of responsibility is a long-overdue step that will help avoid a situation where the tourist is left caught in disputes between the operator and the agent.

The responsibility of the tour operator for failure to provide services included in the tour product, for poor-quality services and other parameters of responsibility in the law does not change, so these amendments may affect only conflict and criminal cases.
