Zhengzhou zone says industry support will replace investment sweeteners
As China builds a unified national market, local governments have less room to offer tax, fee and land breaks to attract investment.
Zhengzhou's economic development zone is focusing on what it can provide instead of how much it can offer in subsidies.
The zone says its industrial base includes four carmakers, seven specialist vehicle makers and high-end equipment companies.
It plans to attract projects through established industry links and by identifying gaps in supply chains, skills and technology.
It also says it is preparing land, lower-cost electricity, funding and skilled workers for businesses.
The zone is speeding up project approvals and construction, including measures that it says have cut average project timelines by more than 100 days.
Officials say stable support available to all companies can be more attractive than one-time subsidies, and the zone will continue screening and tracking projects as they move forward.
Zhengzhou Economic and Technological Development Zone says it will attract projects through industrial support rather than tax, land or electricity incentives.
A zone official said companies deciding where to locate care about what the area can provide, not how much it offers.
The zone points to its vehicle industry, supplier networks, infrastructure, funding and talent as parts of its offer.
It says project services and faster approvals have cut average construction periods by more than 100 days.
