Australia extends cruise ship labour-law exemption to 2028 with new conditions

Australia has extended a long-standing exemption that lets cruise ships operating in the country follow international rules instead of Australian labour law.

The exemption, introduced in 1998, will remain in place until 2028.

Under new conditions, operators cannot restrict crews’ right to bargain collectively, and complaints about working conditions must be reported to Australia’s maritime regulator.

The changes follow allegations of long hours, low pay and other poor conditions on some Carnival ships; Carnival denied the allegations and said inspections cleared its three Australian ships.

The Maritime Union of Australia says the exemption should end and that the new measures do not go far enough.

The government says this will be the last time it renews the exemption and is considering a review of the laws.

The changes matter because they give crews new rights and give the regulator more oversight of complaints, while leaving the exemption in place for now.
