Italian workers can receive tax-favoured benefits and productivity bonuses in 2027
Italian employees will have tax-favoured pay benefits in 2027 under rules already set for fringe benefits and productivity bonuses.
Companies can provide benefits such as shopping vouchers, utility-bill reimbursements and certain housing costs in addition to wages.
Fringe benefits are exempt up to €1,000 a year, rising to €2,000 for workers with dependent children.
These are overall limits, not allowances for tax-free amounts above the cap: exceeding the applicable limit can make the full value taxable.
Qualifying productivity bonuses face a 1% tax rate up to €5,000 in 2026 and 2027.
The scheme applies to qualifying private-sector workers whose employment income in the previous year was no more than €80,000, and bonuses must meet conditions including a link to measurable results.
Converting a bonus into company welfare remains subject to rules, and Italy’s 2027 budget law has not yet been approved, so other possible changes are still undecided.
Workers in Italy are set to have access in 2027 to tax-favoured fringe benefits worth up to €1,000, or €2,000 for those with dependent children.
Productivity bonuses will be subject to a 1% substitute tax on eligible amounts up to €5,000 in 2026 and 2027.
The fringe-benefit thresholds were set for 2025–2027, while the productivity-bonus tax rules were established in the 2026 budget law.
If fringe benefits exceed the applicable threshold, the full amount becomes taxable, not just the excess.
The 2027 budget law has not yet been approved, and some further measures remain subject to government decisions.
