South Sakhalin water utility must change wastewater charges
In South Sakhalin, authorities ordered water utility RVK-Sakhalin to change how it charges businesses for polluted wastewater.
The utility had imposed higher fees for pollution levels above permitted limits, and the regional antimonopoly authority said these charges must be supported by water samples and laboratory tests.
Businesses also received bills covering earlier periods without advance notice.
The mayor ordered the utility to recalculate those backdated charges, and sums found unlawful must be removed.
RVK-Sakhalin holds a dominant position in the city's water and wastewater market, so its billing rules can affect local businesses' costs.
Businesses must still meet wastewater quality standards, while the utility must follow the required billing rules.
